The novel tells the story of an aging unknown empire judge. In a small border city of peaceful steppe nomads, known as the "barbarians", he does justice and satisfies his secret passions during his free time. One day, the case of the two "barbarians" caught by the soldiers - the father of the father and his minor daughter, falls into the hands of the judge. The soldiers kill their father in the eyes of their daughter, and she is brutally tortured by her. It kills a judge from the usual crayfish of life. Compassion for a crippled girl comes into parental care that excites forgotten feelings. The judge decides to bring her a girl back to her relatives, but for her march she receives the hatred and brutal revenge of the zealous empire. After experiencing universal bullying and executions of the townspeople, the judge turns into a hiking, fighting for his life and bread.
The novel is measuring the boundaries of humanity and asking what are the real barbarians: ruthlessly persecuted and tortured by local steppes, nomadic farmers, fishermen and craftsmen or their suffering citizens themselves and their protective empire army?
